Layering works on contrast in length. Two necklaces within an inch of each other tangle and look accidental; three inches apart and each reads on its own.
The traditional Indian version is a choker over a rani haar, which is the same principle in formal dress.
Mixing pearl sizes helps too. A fine seed pearl strand under a bold baroque one gives the eye somewhere to go.
When you are buying
Build a layering set around lengths rather than designs: a 16 inch, an 18 inch and a 22 inch will work together far more reliably than three pieces you liked separately.

Choker Length
A necklace of about 14 to 16 inches, sitting snugly at the base of the throat.
Princess Length
About 17 to 19 inches, resting just below the collarbone. The default necklace length, and the safest gift.
Matinee Length
Roughly 20 to 24 inches, falling on the chest. Reads as daywear rather than evening formality.
